Document and Records Management
Islamic Development Bank
Project manager (team of four) on a major piece of business analysis for the IDB Group in Saudi Arabia. The project was the first stage in the implementation of OpenText Livelink ECM. The objective was to create a group-wide file-plan, retention schedule and associated document management procedures and rules for configuration into Livelink. The first cut of the deliverables were built on the back of an in depth process analysis and were then refined and validated through a series of stakeholder workshops before successful handover to the implementation team.
Morris International
Lead consultant on an assessment of document and records management at PMI headquarters, Switzerland. The assessment delineated the main file series (both paper and digital) and identified risks and inefficiencies associated with current processes and practice. The resulting ‘as is’ picture was set against a ‘to be’ scenario (grounded in the actual circumstances and priorities of the department in question) and a business case made for reform. The case was accepted and became the basis of the client’s information strategy.
Consortium of Scottish Local Authorities
Lead consultant on a Scottish Executive funded programme to help seven local authorities introduce online planning services. The project aim was to deploy the IDOX Electronic Document and Records Management System (EDRMS) in each authority as a precondition for online services. The work involved mapping document creation and use to the development control process and identifying the authorities’ long term records management requirements. The outputs were a common file-plan, retention schedule and document management rules for configuration into the EDRMS. The analysis combined user engagement in the individual authorities with validation of the outputs via a collective stakeholder forum.
Information Governance
Ofwat
Review of Ofwat’s processes for handling freedom of information requests and its use of disclosure exemptions. The work comprised a process analysis, a review of internal procedures and past requests and an investigation of arrangements in other statutory regulators. The outcome was the creation and implementation of improved processes.
Borough of Haringey
Interim records manager during the maternity leave of the head of Archives and Records Management. The main purpose of the appointment was to represent the records management function on the authority’s Information Governance Board and to contribute to the development of policies and procedures covering information security, data quality, records management and (in an information context) legal compliance. A separate work-stream involved preparing a business case and cost analysis of a proposed relocation of the authority’s physical record store.
Local Government Association
Project manager and lead consultant on an audit of compliance with data protection law and privacy regulations. The audit employed a relatively rigid methodology for communications and marketing functions and a more open approach in areas where the processing was less mechanical, but where the consequences of non-compliance were potentially more serious. The audit concluded with a data protection risk assessment and new processes for achieving legal compliance.
Information Service Strategy
Nokia
Project manager on three annual exercises designed to prioritise the information needs of market researchers and technology experts throughout the company. The aim was to ensure the company’s portfolio of commercial publications and its own in-house information products continued to meet user requirements in relation to content coverage, style and retrieval/delivery. The research was by self-completion questionnaires, interviews and an analysis of access/usage figures. The results fed directly into annual spending and service development plans.
Bank of England
Lead consultant in a four strong team investigating the information needs and retrieval behaviour of bankers and economists at the Bank of England. A user investigation employing interviews, questionnaire and workshops was run alongside an analysis of spending on, and usage of, existing products and services. The two streams of work were then brought together to produce an evidence-based plan for future investment and service development. The analysis and recommended options were accepted in principle by the Bank.
